RIFORMETTA FOR THE RICH (my editorial yesterday about La Tribuna di Treviso) 
E’ dal 1994 che Silvio Berlusconi propone e sogna una riforma delle imposte sulle persone fisiche che abbia come approdo l’adozione di due solo aliquote. A dire il vero allora, al suo primo giro di giostra da Premier, parlava anche di quoziente familiare, cioè la vera riforma del fisco che andrebbe attuata, ma poi lo ha lasciato nel dimenticatoio, come se fosse un dettaglio.
Affrontare il tema dei soldi, e di tasse, in questo momento è indubbiamente la scelta giusta. Il Paese è in difficoltà per la crisi economica e il messaggio, lanciato non a caso alla vigilia delle elezioni regionali, trova la gente molto sensibile. Sicuramente interessa quel blocco sociale di elettori del centrodestra e della Lega che vede nel fisco il nemico numero uno della sua prosperità. Un ragionamento che in Veneto, bombardati dall’antistatalismo un po’ iperliberista e un po’ secessionista, trova e soprattutto genera grandi consensi.
Ma la manovra rischia di rivelarsi soprattutto una operazione di propaganda che porta vantaggi residuali; e che, paradossalmente, non marcia nella direzione che lo stesso primo ministro vorrebbe, cioè quella di rendere disponibile più reddito e quindi favorire i consumi e la ripresa dell’economia.
E’ vero che il sistema fiscale e tributario italiano è vecchio, dal momento che la sua attuale struttura risale ai primi anni 70’; questo di per sé non basta, per riformarlo più che guardare al dato anagrafico, occorrerebbe infatti capire quale è la situazione attuale e quali sono gli obiettivi più urgenti da raggiungere.

Se invece ragiono per slogan semplificanti posso anche permettermi di fare la riformetta delle due aliquote. Una riformetta che, in una Italia e in un Veneto sempre più poveri e diseguali, regala qualche cosa ai ricchi e non concede nulla ai meno abbienti. Anzi, gliene toglie. Il problema è che ce ne accorgeremo quando sarà troppo tardi.
