Animals have a right to assistance in the event of road accidents and those care of their urgent care can not be penalized if to reach a veterinary clinic in breach of the Highway Code. Giammanco (Pdl) e i Parliamentary Intergroup components Animals, "the architects of this step forward for civilization."
Now the bill passes the House, for the third and final reading. Could be operational by the summer.
TEXT OF BILL N. 1720 AS A RESULT AND RELATED AMENDMENTS APPROVED BY THE SENATE OF THE REPUBLIC IN THE SECOND READING May 6, 2010 Provisions on road safety
Art.32. (Amendments to Articles 177 and 189 of Legislative Decree No 285 of 1992, relating to emergency vehicles for animals and accidents involving damage to animals)
1. Al comma 1 dell’articolo 177 del decreto legislativo n. 285 del 1992, dopo il secondo periodo è aggiunto il seguente: “L’uso dei predetti dispositivi (acustico supplementare di allarme e di segnalazione visiva a luce lampeggiante blu) è altresì consentito ai conducenti delle autoambulanze, dei mezzi di soccorso anche per il recupero degli animali o di vigilanza zoofila, nell’espletamento dei servizi urgenti di istituto, individuati con decreto del Ministro delle infrastrutture e dei trasporti.
Con il medesimo decreto sono disciplinate le condizioni alle quali il trasporto di un animale in gravi condizioni di salute può essere considerato in stato di necessità, anche se effettuato da privati, and the documentation that must be performed then, if necessary at the time of control by the traffic police authorities pursuant to Article 12, paragraph 1, of Legislative Decree No 285, 1992. 2. Article 189 of Legislative Decree No 285 of 1992 is added at the end, the following paragraph:
"9-a. The people involved in an accident with damage to one or more pets, or protected from income must implement all appropriate measures to ensure timely emergency intervention. Anyone who does not fulfill his obligation under the preceding sentence is subject to administrative sanction for payment of a sum of € 78 to € 311.
