published by free media the day Friday, August 13, 2010 at 16:12
From now on, motorists have no more excuses if invest an animal must stop e prestare soccorso.
- soccorrere injured animals becomes a law and duty, an obligation to stop and provide prompt intervention in case of accident. One who, responsible for the accident, will not stop or do not work to ensure a timely relief to the animals involved, will risk a penalty from 389 to 1559 €. If you are still involved in an accident and not the name of aid for animals involved could result in the administrative penalty from 78 to 311 €.
- The''state of necessity "for the transport of an animal in serious condition, yet rarely acknowledged in litigation for breach of the Highway Code, may eventually find application. This means that whoever takes care of their urgent care can not be penalized if, to reach a veterinary clinic, violates the Highway Code.
- Links to emergency veterinary supervision and zoophilia are equivalent to those of ambulances, fire brigade and police, a significant step forward and recognize the important work of protecting animals.
Every year many thousands of animals killed in road accidents: for example, that about 80% of pets unfortunately abandoned in Italy every year - estimated by LAV at about 130,000 per year (50 000 80 000 dogs and cats) - are involved in road accidents and fatalities. It is not uncommon that many other animal species suffer serious damage on the road.
"This reform - Stresses the LAV - finally recognizes the right and duty to rescue so many animals, mostly ignored in national statistics on road accidents, and makes us move forward in terms of civic education. For the first time, our Highway Code recognizes animals as sentient beings, capable of feeling pain and joy, an important principle in force since January with the European Union Treaty.
