Va innanzitutto spiegato ai cittadini che la motivazione che sta dietro a quell’art 15, che non riguarda solo l’acqua ma l’interezza dei servizi pubblici locali, è un imbroglio: il decreto impone infatti privatizzazioni e le giustifica come adeguamento a norme emanate dall’Unione Europea. Ma non è vero perché le due direttive europee in questione, la 92/50/CEE e la 93/38/CEE, si limitano a chiedere che vi sia concorrenza per i servizi pubblici nazionali e locali, ma escludono da logiche di mercato proprio il servizio idrico.
Persino la famigerata “direttiva Bolkestein” tiene fuori dalla libera circolazione dei servizi proprio quello idrico e affida ai singoli Stati membri il compito di stabilire quali siano i servizi “a interesse economico” e quali quelli “intrinsecamente non a scopo di lucro”. Per questi ultimi, ogni singolo Stato può sancire il divieto totale di apertura al mercato.
Quindi l’infornata di privatizzazioni decisa dal governo Berlusconi non è adeguamento all’Europa, ma la via tutta italiana di perseguire quegli obiettivi di efficienza legati alla concorrenza che l’Unione chiede.
